Updated content on architects' certificates

As referred to in PLC Construction's provisional publishing schedule, we have reviewed our materials on architects' certificates (including engineers' or project managers' certificates) under a construction and engineering contract. Our key resources include Practice notes, Professional appointments: certificates and Duties of a professional consultant and principles of certification, the second of which was contributed by Tom Lazur of Keating Chambers.

In particular, we have revised and added a new section on the effect of a certificate: Practice note, Professional appointments: certificates: What is the effect of a certificate?.
